Why can't I use footfall with cannibalization?

Cannibalization uses the gravitational model and distributes data based on proximity to own stores and competitors. This works well for static data like population or visitors. Footfall is different in the sense that it is like a flow; people typically walk through many adjacent cells and can pass by multiple stores on their route. At present we don't have a cannibalization routine that can account for this.
